ISSUE
Should the Village/Board approve the purchase of one 2020 Police Chevy Tahoe for
patrol.
DISCUSSION
In accordance with the rotation of our police vehicles, the Fiscal Year 2020-2021 Budget
included funds to purchase two replacement Police Vehicles. This resolution is for one
of the vehicles.
Although the 2020-2021 budget is still undergoing review, the police department has an
opportunity to place our order now for a 2020 Chevy Tahoe that is available on the
dealer’s lot that holds the Northwest Municipal Conference Suburban Cooperative
program. Currie Chevy had pre-ordered Chevy Tahoe’s with the police package Sugar
Grove Police Department typically would order. Currie Motors is down to a handful left
on the lot at this time. It was anticipated (pre-Covid-19), that the new Chevy 2021
Tahoe Police Package was not going to be available until the 4
th
quarter for production.
The 2021 model has been changed/upgraded from the 2020 version and thus the
manufacturing production line change out, was to occur around this time-period.
Although, all vehicle-manufacturing plants are currently closed due to COVID-19, no
return startup date has been announced. Staff is concerned about the delay in ordering
and waiting for the 2021 model which will most likely push it into next calendar year.
Our ability to purchase the new police vehicle now vs. an unknown future date is best
for efficiency and operations not knowing what will happen in the near future. Note:
Even if we purchase the vehicle at this time, the vehicle would sit idle until all the
equipment is ordered and installed at our outfitter. It would be two to four months for it
to be road ready.
Staff recommends that the Police Chevy Tahoe, Pursuit Rated be purchased to better
meet the needs for our specific operational purpose. Staff reviewed the pricing for this
vehicle on the State Bid and the Northwest Municipal Conference Suburban Purchasing
Cooperative. Staff recommends the purchase through the Northwest Municipal
Conference Suburban Cooperative program. Currie Motors was awarded the contract
through the NWMCSC for the Chevy Tahoe.
COST
The cost for the 2020 Chevy Tahoe is $37,967.46. An additional $30,668.54 is
budgeted to provide emergency lighting, cage, storage compartments, laptop, radar,
radios, squad video package, installation, and other miscellaneous equipment. The
Fiscal Year 2020-2021 Capital Projects Fund, account 30-51-7006: Automotive
Equipment includes $68,636 for the replacement Police Vehicle.
RECOMMENDATION
That the Village Board approves the purchase of the 2020 Police Chevy Tahoe and
associated costs to outfit it and that the Village Board waives the bidding process and
approve Resolution # 20200421PD authorizing the purchase of one 2020 Chevy Tahoe
utilizing the Northwest Municipal Suburban Purchasing Cooperative.

RESOLUTION AUTHORIZING THE PURCHASE OF POLICE VEHICLES
WHEREAS, the Village of Sugar Grove Board of Trustees find that it is in the best interest of
the Village to purchase a 2020 Chevy Tahoe with Police Package from Currie Motors;
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the
Village of Sugar Grove, Kane County, Illinois, as follows:
The Chief of Police and/or his designee are hereby authorized to execute a contract/agreement on behalf
of the Village.
PASSED AND APPROVED by the President and Board of Trustees of the Village of Sugar
Grove, Kane County, Illinois, at a regular meeting thereof held on the 21st day of April 2020.
