Requirements for a Complete Application
In order to avoid delays in processing this application all emission banking applications should include the following information. Please note that not all emission
reductions can qualify for emission reduction credits. Please pay particular attention to the regulations cited below in order to avoid the denial of your request. All
rules and regulations and data forms cited below can be found on the District’s website at baaqmd.gov.
A completed P- 401 data form (this form).
A filing fee and an initial fee for each source for which emission reduction credits are being requested (Regulation 3-311). Contact your assigned plant
engineer for help in determining the correct application fees, or submit no fees and you will be invoiced by the District.
Measurements and/or calculations before and after reductions are achieved, including a discussion of the calculation and/or measurement methods. Please
refer to Regulation 2-2-605 for the District's emission reduction calculation procedures.
Documentation (operating logs, material purchase records) to establish that the parameters used are accurate and representative of actual emission
reductions.
It is the responsibility of the applicant to demonstrate that emission reductions from a shutdown source will not result in a similar increase of emissions at
other sources in the District because of a continued demand for the product or service. (Regulation 2-4-303.2)
IMPORTANT: Under the California Public Records Act, all information in your permit application will be considered a matter of public record and may be disclosed
to a third party. If you wish to keep certain items separate as specified in Regulati
on 2, Rule 1, Section 402.7, please complete the following steps:
(a) Make a copy of any page containing confidential information with the confidential information blanked out. Label this page "Public Copy."
(b) Label the original page "Confidential." Circle all confidential items on the page.
(c) Prepare a written justification for the confidentiality of each confidential item. Append this to the confidential copy.
