Barineau serves as Execuve Director
The Florida Board of Cosmetology,
housed under DBPR’s Division
of Professions, is responsible for
licensing and regulang cosmetology.
The Board meets regularly to conduct
reviews and engages in rulemaking
to implement the provisions in its
statutes.
The Board is comprised of seven members, including ve
licensed cosmetologists and two consumer members. All
Board members must be Florida residents and who have
lived in the state for at least ve years.
The Board meets approximately four mes a year and
holds teleconferences as necessary.
Robyn Barineau currently serves as Execuve Director
of the Board of Cosmetology. Barineau began her career
with DBPR in 1989 and has served as Execuve Director
of the Florida Barbers’ Board; the Florida Building Code
Administrators and Inspectors Board; and the Regulatory
Council of Community Associaon Managers.
In addion to managing the dues associated with her
professions and administrave sta, Barineau has oversight
of more than 200,000 licensees.

payment of nes and costs to be paid by MoneyPak –
Greendot. If you receive paperwork that looks suspicious,
do not reply. DBPR will NEVER call you directly and ask for
a MoneyPak number. Always be suspicious if someone you
don’t know personally calls and asks you for a MoneyPak
number. During the complaint, invesgaon and nal acon
process of a disciplinary case, you will receive wrien
communicaon from DBPR. Should a nal order impose
monetary sancons that go unpaid, you may be contacted
by DBPR’s collecon agencies, which are Municipal Services
Bureau and United Collecons Bureau.

Cut and dried: who needs a
cosmetology license?
The art of cosmetology can be traced to ancient hunters
who camouaged their skin with mud, and to the Egypans,
who crushed red ochre, kohl and galena to redden their
lips and paint lines on their eyes. The sustained applicaon

centuries has resulted in the professional eld of study that
cosmetology is today.

Cosmetology FAQs
Can a cosmetology salon and a barbershop share the
same oce space and/or work out of the same locaon?
No. Only one business license can be issued per locaon.
A licensed barber is allowed to work in a cosmetology
salon if a licensed cosmetologist is also employed. A
licensed cosmetologist is allowed to work in a barbershop
if a licensed barber is also employed.
Are hair wrapping, hair braiding or body-wrapping
services required to be performed in a licensed salon?
No. However, if you work at a salon, the salon must be
licensed and all salon requirements must be met. If hair
braiding, hair wrapping or body wrapping are performed
outside a licensed salon, the implements used on a
patron must be disposable or sanized between patrons.
Is a cosmetology or barber’s license required to perform
makeup and/or hair-arranging services on a deceased
person in a funeral home?
Performing makeup and/or hair-arranging services on a
deceased person in a funeral home is not regulated by
DBPR. For more informaon, contact the Department
of Financial Services, Division of Funeral, Cemetery and
Consumer Services.
What is the dierence between a barber and a
cosmetologist?
Both can perform hair and facial services. However,
barbers can shave the face and cosmetologists can wax
and do nails.
Can I have an animal in my cosmetology salon?
No. Animals are not permied in a cosmetology salon
with the excepon of closed aquariums or service
animals.
Can a licensee perform massage?
Cosmetologists and full specialists can massage the
head, face, scalp, neck, hands and feet. A nail specialist
can massage the hands and feet. A facial specialist can
massage the head, face, scalp and neck. Otherwise,
a person must be licensed under the Department of
Health, Board of Massage Therapy.
Can a hair braider or hair wrapper add
extensions?
No. Only a licensed cosmetologist can
perform this service.
What type of license is required to
apply false eyelashes?
A cosmetologist, full specialist or
facial specialist can perform this
service.
What type of license is required
to add feathers to hair?
A cosmetologist can perform this service.
What type of license is required if I only want to polish
nails?
A cosmetologist, full specialist or nail specialist can
perform this service.
Do I need to carry insurance for myself or my salon?
There are no insurance requirements in the Board of
Cosmetology laws and rules.
Who can perform body waxing?
A c
osmetologist, facial specialist or full specialist can
perform this service.
Who can perform laser hair removal?
Board of Cosmetology licensees cannot perform laser
hair-removal services. According to the Florida Board of
Medicine, laser hair removal may only be performed by
electrologists, advanced registered nurse praconers,
physicians assistants and medical doctors trained in that
specialty.
